ARES Awarded NASA CPSS PP&C II

NASA has selected ARES Technical Services Corporation of McLean, Virginia, to provide Program, Planning, and Control (PP&C) and Programmatic Subject Matter Expert (SME) support for NASA Human Exploration and Operations, Science, Space Technology, and Mission Support programs and projects across the Agency under the Consolidated Program Support Services (CPSS) PP&C II contract.

  • Retaining and supporting a highly skilled PP&C and programmatic SME workforce
  • Delivering timely, accurate, and decision-ready programmatic analysis and reporting
  • Supporting consistent application of NASA program and project management requirements, including cost, schedule, risk, and earned value management practices

What is the NASA CPSS PP&C II Contract?

The NASA Consolidated Program Support Services (CPSS) Program, Planning, and Control (PP&C) II contract is an Agency-wide indefinite-delivery/indefinite-quantity (IDIQ) services contract that provides specialized PP&C and Programmatic SME support to NASA missions, programs, and projects.

Under this contract, ARES will provide the planning, coordination, technical management, analysis, reporting, and decision-support services necessary to help NASA programs and projects execute efficiently, manage resources effectively, and make informed programmatic decisions. The contract supports organizations across Human Exploration and Operations, Science, Space Technology, and Mission Support mission areas.

PP&C services under the contract include:

  • Program planning, integration, analysis, and reporting
  • Earned Value Management (EVM) implementation, assessment, reporting, and Integrated Baseline Review support
  • Cost estimating, cost analysis, affordability assessments, and Joint Confidence Level analysis
  • Scheduling and scheduling analysis, including Integrated Master Schedule development, critical path analysis, and schedule performance assessments
  • Risk integration, quantitative risk analysis, Continuous Risk Management, and Risk-Informed Decision Making support
  • Resource Data Storage and Retrieval Analysis Center (REDSTAR) management and support

Programmatic SME services under the contract include:

  • Strategic program and project planning, alternatives analysis, and special studies

  • Independent assessments, program reviews, and advisory support
  • Business planning, affordability analysis, and decision-support activities
  • Development of training materials, handbooks, and best practices
  • Mentoring and specialized programmatic support for NASA leadership, program managers, project managers, and technical personnel

Through CPSS PP&C II, ARES will continue its long-standing support of NASA by delivering integrated programmatic expertise, innovative analytical capabilities, and disciplined management practices that help enable mission success across the Agency.
